Why ten reports?

It is high enough that a small group cannot silence somebody they disagree with, and low enough that genuinely bad content comes down within hours rather than waiting for a moderator to be awake.

We publish the number rather than keeping it vague, because a rule nobody can see being applied is indistinguishable from one nobody applies.
