Why do I have fewer achievements than someone with fewer notes?

Because they are spread across five different things. Somebody who answers questions constantly and uploads rarely earns the Community badges and not the Contribution ones; somebody who uploads and never comments earns the reverse.

The count on its own says less than which ones they are.
