Because the distance is the useful part. "18 of 20 notes" tells you something; a padlock tells you nothing.

The Closest to earning section at the top deliberately skips anything still at zero — that is not a next step, it is the whole journey, and putting it in front of a new contributor is discouraging rather than motivating.
