What is a milestone notification?

A message when your work passes a threshold — your notes reaching a hundred readers, then a thousand, and the ones after.

They exist because contributing here is otherwise a fairly silent thing to do. Somebody who shared notes in Baisakh has no idea two hundred people read them by Asar unless something says so.
