Can I request notes for a subject that has none?

Ask in the community group closest to your subject. A specific request — the course, the paper, the chapter — is far more likely to be answered than a general one, and somebody in that group has usually sat exactly that paper.

The other route is to be the person who fills the gap. A subject with one set of notes attracts the second far faster than an empty one.
